Telco Golf Association By-Laws

ARTICLE I – ESTABLISHMENT

SECTION 1.1:    THE CLUB SHALL BE ESTABLISHED AS THE TELCO GOLF ASSOCIATION.

ARTICLE II – PURPOSE

SECTION 2.1:    THE PURPOSE OF THIS CLUB IS TO PROMOTE THE GAME OF GOLF AMONG EMPLOYEES OF TELEPHONE COMMUNICATIONS, AMERICAN TELEPHONE AND TELEGRAPH, USWEST, QWEST, CENTURYLINK AND LUMEN COMPANY AND THEIR FRIENDS.

ARTICLE III – MEMBERSHIP ELIGIBILITY

SECTION 3.1:    ANY EMPLOYEE/RETIREE OF AMERICAN TELEPHONE AND TELEGRAPH COMPANY, USWEST, QWEST, CENTURYLINK OR LUMEN IS ELIGIBLE FOR MEMBERSHIP.  ANY GUEST THAT WOULD LIKE TO BECOME A MEMBER OF THE TELCO GOLF ASSOCIATION WILL BE PLACED ON THE BOTTOM OF THE WAITLIST (BEHIND ANY CURRENT EMPLOYEE OF AMERICAN TELEPHONE AND TELEGRAPH COMPANY, USWEST COMPANY, QWEST, CENTURYLINK OR LUMEN THAT IS ALREADY ON THE WAITLIST.  

SECTION 3.2:    ANY RETIRED EMPLOYEE WHO IS AN ACTIVE MEMBER AT THE TIME OF HIS/HER RETIREMENT.

SECTION 3.3:    THE MEMBERSHIP SHALL BE LIMITED TO ONE HUNDRED FIFTY (150) MEMBERS.

SECTION 3.4:    THE MEMBERSHIP LIMIT CAN BE RE-ESTABLISHED BY EXECUTIVE COUNCIL APPROVAL.

SECTION 3.5:    A MEMBER SHALL BE CONSIDERED INACTIVE IF HE/SHE PARTICIPATES IN LESS THAN TWO TOURNAMENTS PER YEAR, UNLESS EXTENUATING CIRCUMSTANCES ARE SUBMITTED TO THE EXECUTIVE COUNCIL FOR CONSIDERATION.

ARTICLE IV – GOVERNING BODY

SECTION 4.1:    THE GOVERNING BODY OF THE CLUB SHALL BE AN EXECUTIVE COUNCIl, COMPOSED OF THE FOLLOWING ELECTED OFFICERS:

  • PRESIDENT
  • VICE PRESIDENT
  • SECRETARY/TREASURER
  • HANDICAP CHAIRPERSON

ARTICLE V – OFFICER TERM AND SELECTION

SECTION 5.1:    THEY SHALL BE THE ELECTED GOVERNING BODY OF THE CLUB.

SECTION 5.2:    THE OFFICERS SHALL HOLD OFFICE FOR THE TERM OF ONE YEAR, FROM JANUARY 1 TO DECEMBER 31.  THE HANDICAP CHAIRPERSON AND SECRETARY SHALL HOLD OFFICE FOR THE TERM OF TWO YEARS.

SECTION 5.3:    ANYTIME BEFORE THE LAST TOURNAMENT OF THE YEAR, THE PRESIDENT SHALL CALL A MEETING OF THE EXECUTIVE COUNCIL TO ACT AS NOMINATING COMMITTEE FOR OFFICERS FOR THE FOLLOWING YEAR.

SECTION 5.4:    ANY MEMBER OF THE CLUB IS ELIGIBLE TO HOLD OFFICE.

SECTION 5.5:    BEFORE THE END OF AUGUST OF EACH CALENDAR YEAR A BALLOT CONTAINING RECOMMENDATIONS OF THE NOMINATING COMMITTEE AND SPACE FOR WRITE IN CANDIDATES SHALL BE SUBMITTED TO THE MEMBERSHIP.  THOSE RECEIVING THE MAJORITY OF THE VOTES RECEIVED PRIOR TO THE ELECTION DEADLINE SHALL BE DECLARED ELECTED TO THE OFFICE.

SECTION 5.6:    THE OFFICERS FOR THE SUCCEEDING YEAR WILL BE ANNOUNCED AT THE CLOSING SEASON BANQUET OF THE CURRENT YEAR.

SECTION 5.7:    IN CASE A VACANCY OF AN OFFICE OCCURS, THE EXECUTIVE COUNCIL SHALL ASK FOR NOMINATIONS FROM THE MEMBERSHIP THEN APPOINT A MEMBER TO SERVE THE UN-EXPIRED TERM.

SECTION 5.8:    OFFICERS MEMBERSHIP FEES SHALL BE WAIVED.

ARTICLE VI – DUTIES OF THE OFFICERS

SECTION 6.1:    THEY SHALL ACT AS NOMINATING COMMITTEE FOR THE FOLLOWING YEAR.

SECTION 6.2:    THEY SHALL SELECT THE GOLF COURSES TO BE PLAYED FOR THE UPCOMING YEAR.  THEY SHALL ALSO SELECT TOURNAMENT DIRECTORS FOR EACH TOURNAMENT.

SECTION 6.3:    THESE BY-LAWS MAY BE AMENDED AT ANY EXECUTIVE COUNCIL (SEE ARTICLE IV, SECTION 1) MEETING BY A THREE-FOURTH VOTE OF THE MEMBERS PRESENT PROVIDED A QUORUM IS PRESENT.

SECTION 6.4:    PROPOSED AMENDMENTS SHALL BE SUBMITTED TO THE SECRETARY IN SUCH TIME THAT ALL MEMBERS ARE ADVISED, FOR CONSIDERATION AND COMMENTS.

SECTION 6.5    PRESIDENT

SECTION 6.5.1: THE PRESIDENT SHALL PRESIDE AT ALL MEETINGS OF THE CLUB AND THE EXECUTIVE COUNCIL.

SECTION 6.5.2: IT IS HIS/HER DUTY TO ENFORCE THESE BY-LAWS AND ALL OTHER RULES AND REGULATIONS AS ADOPTED BY THE CLUB.

SECTION 6.5.3: HE/SHE SHALL CALL ALL MEETINGS AS OUTLINED IN THESE BY-LAWS.

SECTION 6.5.4: HE/SHE SHALL SUPERVISE THE BUSINESS AND SOCIAL AFFAIRS OF THE CLUB AND PERFORM ANY OTHER DUTIES, WHICH PERTAIN TO HIS OFFICE.

SECTION 6.5.6: HE/SHE SHALL DISTRIBUTE ANNUAL BALLOTS AND SUPERVISE THE ELECTION PROCESS AS DESCRIBED IN ARTICLE V.

SECTION 6.6    VICE PRESIDENT

SECTION 6.6.1: HE/SHE SHALL PERFORM THE DUTIES OF THE PRESIDENT IN CASE OF HIS/HER ABSENCE.

SECTION 6.6.2: HE/SHE SHALL BE RESPONSIBLE FOR SETTING UP CONTRACTS WITH THE COURSES SELECTED BY THE EXECUTIVE COUNCIL.

SECTION 6.6.3: HE/SHE SHALL SUPERVISE THE ACTIVITIES OF THE TOURNAMENT DIRECTORS.

SECTION 6.6.4: IT SHALL BE HIS/HER RESPONSIBILITY TO SEE THAT ALL MEMBERS ARE ADVISED BY THE TOURNAMENT DIRECTOR (VIA THE SECRETARY) OF THE DETAILS OF HIS/HER TOURNAMENT, THE FOURSOMES, STARTING TIMES, AND RESULTS.

SECTION 6.6.5: ELECTED VICE-PRESIDENT WILL AUTOMATICALLY ASSUME THE OFFICE OF PRESIDENT FOR THE FOLLOWING YEAR.

SECTION 6.7:   SECRETARY/TREASURER

SECTION 6.7.1: HE/SHE SHALL KEEP A FULL AND COMPLETE RECORD OF THE PROCEEDINGS OF THE CLUB.

SECTION 6.7.2: HE/SHE SHALL NOTIFY ALL CLUB MEMBERS AS INSTRUCTED BY THE PRESIDENT AND PUBLISH ALL NOTICES NECESSARY TO THE PROPER FUNCTIONS OF THE CLUB.

SECTION 6.7.3: HE/SHE SHALL RECEIVE AND DEPOSIT ALL MONIES IN THE NAME OF THE CLUB IN SUCH BANK AS THE EXECUTIVE COUNCIL MAY DESIGNATE.

SECTION 6.7.4: HE/SHE SHALL KEEP AN ACCURATE RECORD OF THE ACCOUNT OF EACH MEMBER AND COLLECT ALL MONIES DUE.

SECTION 6.7.5: HE/SHE SHALL KEEP A FULL AND ACCURATE ACCOUNT OF ALL RECEIPTS AND DISBURSEMENTS OF THE CLUB AND RENDER, WHENEVER REQUIRED, A STATEMENT OF THE CLUB’S FINANCIAL CONDITION.  HE/SHE SHALL ALSO ASSURE THAT PROPER SIGNATURES ARE CHANGED ON THE CHECKING ACCOUNT.

SECTION 6.7.8: HE/SHE SHALL NOTIFY MEMBERS OF UPCOMING TOURNAMENTS EVENTS, INCLUDING TOURNAMENT DIRECTORS NAME, ADDRESS AND PHONE NUMBERS.

SECTION 6.7.9: HE/SHE SHALL WORK CLOSELY WITH THE HANDICAP CHAIRPERSON TO NOTIFY THE TOURNAMENT DIRECTORS OF THE INDIVIDUAL HANDICAPS.

SECTION 6.7.10: HE/SHE SHALL NOTIFY MEMBERS OF THEIR INDIVIDUAL PAIRINGS AND TOURNAMENT RESULTS.

SECTION 6.7.11: HE/SHE SHALL PURCHASE THE END-OF-THE-YEAR PRIZES FOR THE BANQUET.

SECTION 6.7.12: HE/SHE SHALL HAVE THEIR GREEN FEES PAID BY THE CLUB.

SECTION 6.8    HANDICAP CHAIRPERSON

SECTION 6.8.1: THE HANDICAP CHAIRPERSON SHALL MAINTAIN A RECORD OF PLAY FOR EACH CLUB MEMBER AND FROM THIS RECORD ESTABLISH HIS/HER HANDICAP. STANDARD METHODS FOR ESTABLISHING HANDICAPS SHALL BE FOLLOWED.

SECTION 6.8.2: IMMEDIATELY PRECEDING EACH TOURNAMENT, THE HANDICAP CHAIRPERSON SHALL REVIEW ALL HANDICAPS AND MAKE SUCH ADJUSTMENTS AS ARE JUSTIFIED.  HE/SHE SHALL SUBMIT THIS LIST OF MEMBERS WITH THEIR HANDICAPS TO THE SECRETARY.

ARTICLE VII – ADDITIONAL ROLES

SECTION 7.1:   TOURNAMENT DIRECTOR 

SECTION 7.1.1: THE TOURNAMENT DIRECTORS SHALL DETERMINE AMOUNT NEEDED FOR PRIZE MONEY AND PROVIDE ALL DETAILS TO THE SECRETARY THAT IS PERTINENT TO THEIR TOURNAMENT.  THIS SHALL BE PROVIDED IN ADEQUATE TIME TO NOTIFY THE CLUB MEMBERSHIP.

SECTION 7.1.2: THE TOURNAMENT DIRECTORS WILL DETERMINE THE PRIZE AMOUNT FOR FOUR (4) PAR THREE’S FOR MEN AND FOUR (4) PAR THREE’S FOR WOMEN.  

SECTION 7.1.3: THE TOURNAMENT DIRECTORS SHALL BE RESPONSIBLE FOR SUPERVISION OF THE CONDUCT OF THEIR CLUB TOURNAMENT.

SECTION 7.1.4: THE TOURNAMENT DIRECTORS SHALL BE RESPONSIBLE TO NOTIFY THE SECRETARY OF THE RESULTS OF EACH TOURNAMENT.

SECTION 7.1.5: THE TOURNAMENT DIRECTORS OF EACH TOURNAMENT WILL HAVE HIS/HER GREEN FEES PAID BY THE CLUB.  LIMIT ONE FEE PAID PER TOURNAMENT BELOW 100 ATTENDEES, LIMIT 2 FOR TOURNAMENTS OVER 100 PARTICIPANTS.

SECTION 7.2:   GAMES DIRECTOR

SECTION 7.2.1: THE EXECUTIVE COUNCIL EACH YEAR MAY OPTIONAL NOMINATE A GAMES DIRECTOR TO OVERSEE AND ADMINISTER SIDE GAMES AMONGST MEMBERS AND GUESTS. 

SECTION 7.2.2: GAMES ARE OPTIONAL FOR PARTICIPANTS AND NOT PAID OUT OF LEAGUE DUES OR TOURNAMENT FEES.

SECTION 7.2.3: GAMES DIRECTOR WILL COLLECT GAMES FEE BEFORE ROUND STARTS AND TRACK WHO SIGNED UP FOR GAMES.

SECTION 7.2.4: NOTIFICATION OF GAMES WINNERS WILL BE DONE THROUGH THE SECRETARY.

ARTICLE VIII – MEETINGS

SECTION 8.1:    MEETINGS OF THE EXECUTIVE COUNCIL SHALL BE CALLED AT THE DISCRETION OF THE PRESIDENT, OR UPON REQUEST OF THE MAJORITY OF THE COUNCIL.

SECTION 8.2:    A SPECIAL MEETING OF THE GENERAL MEMBERS MAY BE CALLED BY THE PRESIDENT OR EXECUTIVE COUNCIL IF NECESSARY, TO THE AFFAIRS OF THE CLUB.

SECTION 8.3:    ANY REQUEST TO CHANGE THE BYLAWS SHALL BE SUBMITTED IN WRITING TO THE SECRETARY OR TELCO GOLF ASSOCIATION.

ARTICLE IX – DUES AND GREEN FEES

SECTION 9.1:    THERE WILL BE A YEARLY MEMBERSHIP FEE FOR ADMISSION TO THE CLUB.

SECTION 9.2:    DUES MUST BE PAID IN ORDER TO BECOME ELIGIBLE FOR MEMBER ENTRY IN THE TOURNAMENTS.

SECTION 9.3:    GREENS FEES FOR MEMBERS MEANS PRICE PAID TO THE COURSE PLUS TOURNAMENT FEES DETERMINED TO BE ADDED BY THE TOURNAMENT DIRECTOR.  GREENS FEES MUST BE PAID BEFORE PLAYING COURSE.

SECTION 9.4:    GUESTS ARE INVITED AND WILL PAY A GUEST FEE OF $5.00 PER TOURNAMENT IF MEMBERSHIP IS FULL.  IF MEMBERSHIP IS NOT FULL, GUEST FEE IS $15.00 PER TOURNAMENT.  

SECTION 9.5:    MEMBERS WILL BE ALLOWED TO SPONSOR 4 GUESTS PER TOURNAMENT. WHILE THE MEMBER IS NOT REQUIRED TO PLAY WITH THE GUESTS, THE MEMBER IS ULTIMATELY RESPONSIBLE, AS SPONSOR, FOR THE GUEST’S ADHERENCE TO THE RULES, AND THEIR OVERALL CONDUCT.  

SECTION 9.6:    REFUND OF GREEN FEES WILL OCCUR ONLY IF THE TIMES HAVE NOT BEEN COMMITTED TO THE COURSE.  ONCE THE NUMBER OF PLAYERS HAVE BEEN COMMITTED, NO REFUND WILL BE POSSIBLE.  IF NOT COMMITTED TO COURSE, BUT WITHIN 5 DAYS OF A TOURNAMENT DATE, NO REFUND WILL BE POSSIBLE.  NO EXCEPTIONS.  

ARTICLE X – TOURNAMENTS 

SECTION 10.1   U.S.G.A. RULES WILL GOVERN ALL CLUB TOURNAMENTS EXCEPT WHERE LOCAL RULES PREVAIL.  THE EXECUTIVE COUNCIL IS ADVISED OF ANY LOCAL RULE PERTAINING TO A GIVEN TOURNAMENT IN SUCH TIME THEY CAN NOTIFY THE PARTICIPANTS.  THESE RULES WILL BE APPROVED BY THE EXECUTIVE COUNCIL.

SECTION 10.2: ALL SCORECARDS MUST BE TURNED IN TO THE TOURNAMENT DIRECTOR, SIGNED AND ATTESTED, TO BE ELIGIBLE FOR PRIZES.  IF SCORECARDS ARE NOT TURNED IN, SIGNED AND ATTESTED, THE ENTIRE GROUP WILL BE DISQUALIFIED.

SECTION 10.3:  THE TOURNAMENT WILL PROVIDE PRIZES BY FLIGHTS DETERMINED BY NUMBER OF ENTRIES AND CLUB HANDICAPS OF PARTICIPANTS.  IF A MEMBER OR GUEST DOES NOT HAVE A CLUB HANDICAP, THEY WILL BE PUT IN THE NO HANDICAP FLIGHT (SEE SECTION 4 FOR NH FLIGHT).  

SECTION 10.4: THE TOURNAMENT WILL PROVIDE A CLOSEST TO THE PIN PRIZE FOR BOTH MEN’S AND WOMEN’S PAR 3’S.  ALL PARTICIPANTS ARE ELIGIBLE FOR CLOSEST TO THE PIN PRIZES REGARDLESS OF CLUB HANDICAP STATUS.

SECTION 10.5:  NH FLIGHT (NO CLUB HANDICAP FLIGHT) WILL NOT BE ELIGBLE FOR PRIZES BY DEFAULT.  HOWEVER, THE TOURNAMENT DIRECTOR AND/OR EXECUTIVE COUNCIL MAY PROVIDE A PAYOUT FOR THE NH FLIGHT IF MORE THAN 5 NH PARTICPANTS ARE IN A TOURNAMENT.  THE NH FLIGHT MUST PAY A PRIZE IF MORE THAN 15 PARTICPANTS ARE IN A TOURNAMENT WITH NO CLUB HANDICAP.  PRIZE PAYOUT MUST BE SMALLER THAN CLUB HANDICAP FLIGHTS.

SECTION 10.6: NO HANDICAP (NO CLUB ESTABLISHED HANDICAP) MEMBERS AND/OR GUEST MAY BE ELIGIBLE TO PLAY IN THE FINAL TOURNAMENT, DEPENDENT UPON THE NUMBER OF ENTRIES RECEIVED.

SECTION 10.7:   LOW GROSS IS NOT ELIGIBLE FOR LOW NET.

SECTION 10.8:  WINNERS IN CASE OF TIES IN ALL TOURNAMENTS WILL BE DETERMINED BY LOWEST SCORE RECORDED ON THE MOST DIFFICULT HANDICAP HOLE/HOLES.

SECTION 10.9:   ALL TOURNAMENTS WILL INCLUDE PRIZES FOR THE FOLLOWING CATEGORIES:

  • LOW GROSS (ONE PLACE EACH FOR MEN AND WOMEN)
  • LOW NET (NUMBER OF PLACES PAID OUT AND NUMBER OF FLIGHTS DETERMINED BY TOURNAMENT DIRECTOR)
  • CLOSEST TO THE PIN (MEN AND WOMEN)

SECTION 10.10:  TEE ASSIGNMENTS WILL BE AS FOLLOWS:

  • WOMEN – ALL FLIGHTS – RED TEE OR EQUIVALENT
  • MEN ALL FLIGHTS– WHITE TEES OR EQUIVALENT YARDAGE AS DETERMINED BY THE HEAD PRO
  • OVER AGE 75 – OPTIONALY CAN PLAY RED TEES, BUT MUST REMAIN AT TEE SELECTED FOR ENTIRE SEASON.      

ARTICLE XI – HANDICAPS

SECTION 11.1:  HANDICAPS FOR MEMBERS AND GUESTS WILL BE ESTABLISHED AND MAINTAINED AFTER TWO TOURNAMENTS (ROUNDS).  

SECTION 11.2:  GUESTS AND MEMBERS WILL NOT BE ELIGIBLE FOR MAIN FLIGHT PRIZES UNTIL THEIR HANDICAP IS ESTABLISHED.  THEY WILL BE PLACED IN THE NH FLIGHT.

SECTION 11.3: HANDICAPS WILL BE A MAXIMUM OF 40 FOR WOMEN AND 36 FOR MEN. 

SECTION 11.4:  ANY MALE MEMBER OVER THE AGE OF 75 HAS THE OPTION OF PLAYING FROM THE RED TEES AND IS STRICTLY VOLUNTARY.  BECAUSE OF HANDICAP REQUIREMENTS, IF YOU START PLAYING FROM THE RED TEES YOU MUST FINISH THE SEASON FROM THE RED TEES.  

SECTION 11.5:   HANDICAPS FOR GUESTS AND MEMBERS WILL BE DROPPED IF THEY HAVE NOT PLAYED FOR (1) ONE YEAR.  

SECTION 11.6:  IF TOURNAMENT DIRECTOR IS PAYING OUT THE NH FLIGHT, PLAYERS MAY BRING RECOGNIZED EXTERNAL HANDICAPS FOR USE WITHIN THE NH FLIGHT.  THESE ARE GHIN OR OTHER VERIFIABLE LEAGUE HANDICAPS.  THE TOURNAMENT DIRECTOR AND EXECUTIVE COUNCIL HAVE THE FINAL SAY ON WHETHER AN EXTERNAL HANDICAP IS ACCEPTABLE FOR THE NH FLIGHT.  IF NO HANDICAP IS PROVIDED OR DETERMINED TO BE CREDIBLE, THE PLAYER WILL PLAY AS A ZERO HANDICAP.  EXTERNAL HANDICAPS ARE NOT USED IN REGULAR FLIGHTS AND A PLAYER IS AUTOMATICALLY MOVED TO THE NORMAL FLIGHTS ONCE CLUB HANDICAP REQUIREMENTS ARE MET.
